UK and France to Deploy Military Personnel to Ukraine in the event that a Peace Agreement is Finalized

The UK and France have formalized a memorandum of understanding concerning the positioning of military forces in the nation if a peace agreement be struck with Russia, the British leader, Keir Starmer, has stated.

After negotiations with allied nations in Paris, he noted that the UK and France would "establish operational bases in various parts of Ukraine and build secure facilities for military hardware and defense matériel" to discourage any subsequent attack.

The coalition members also suggested that the United States would take the lead in verifying a ceasefire.

Russia has on multiple occasions warned that any non-Ukrainian military in Ukraine would be considered a "valid objective", but has as yet not commented on this new development.

Context and Ongoing Conflict

Moscow's leader Vladimir Putin initiated a comprehensive attack of Ukraine in the start of last year, and Moscow presently holds roughly 20% of the country's land.

"This represents an essential component of our pledge to support Ukraine for the long-term," commented Starmer.

National leaders and senior officials from the "Partner Group" took part in Tuesday's talks.

Speaking at a combined announcement, the Prime Minister noted: "It establishes the framework for the legal framework under which British, French, and partner forces could work on Ukrainian soil, protecting Ukraine's skies and seas, and regenerating Ukraine's armed forces for the time to come."

Protection Pledges and Diplomatic Positions

Lead American diplomat Steve Witkoff stated that "lasting safety pledges and strong economic promises are vital to a enduring ceasefire" in Ukraine – mentioning a major demand made by Kyiv.

Witkoff noted the allies had "mostly completed" their work on agreeing such assurances "in order that the Ukrainian people know that when this hostilities ends, it ends forever."

Donald Trump's son-in-law, ex-President Donald Trump's special envoy, also was involved in the negotiations.

Separately, France's leader Emmanuel Macron stated that Ukraine's partners had made "considerable progress" at the meeting.

He said that "strong" security guarantees for the Ukrainian government had been settled upon in the instance of a possible ceasefire.

President Volodymyr Zelensky commented that a "significant step forward" had been made in the talks, but added that he would only view efforts to be "adequate" if they resulted in the cessation of the fighting.

Earlier, the Ukrainian leader said a peace deal was "90% ready". Finalizing the outstanding 10% would "decide the outcome of the peace, the destiny of Ukraine and Europe".

Unresolved Issues

  • Territory and defense assurances have been at the heart of unresolved issues for diplomats.
  • The Russian President has repeatedly warned that Ukrainian troops must retreat from all of Ukraine's eastern Donbas or Russia will seize it, refusing any compromise over how to conclude the war.
  • Kyiv has so far ruled out giving up any territory, but has floated the idea that Ukraine could withdraw its forces to an designated point – but only if Russia reciprocates.

Russian forces currently holds approximately 75% of the Donetsk oblast and around 99% of the bordering Luhansk region. The pair of oblasts form the heartland of the Donbas.

The earlier US-led comprehensive framework that was widely leaked to the media last year was seen by Kyiv and its EU supporters as being disproportionately favorable in Russia's favor.

This led to a period of focused discussions – with the involved parties trying to amend the proposal.

Last month, Ukraine presented the US an new proposal – as well as additional documents describing possible defense assurances and arrangements for Ukraine's rebuilding, the President said.
